Systems with SysV init runlevels are configured using two sets of runlevel utilities, runlevel.conf and start-stop-daemon. There is a script, /etc/rc.d/init.d/rc.local, which is executed at the end of the start-up process of the system and allows you to execute any command you would like to run at the end of the system start-up process. This process is completely separate from the init script system. The use of runlevel.conf and runlevel.d for SysV init is deprecated. The runlevel.conf and runlevel.d configuration has been moved to the systemd system manager and the /etc/rc.d/init.d/rc.local script has been replaced with the systemd system and service manager.

Default runlevels have been removed from the init system and replaced with global and local targets. This means that the system will start as a system and a task, but may also start as a specific target on an upstart runlevel. The six runlevel targets are defined in /etc/rc.d/rc.local.

On Red Hat Enterprise Linux 7, the service configuration files are organized in /etc/systemd/system.conf. Prior to the release of Red Hat Enterprise Linux 7, there were three files: /etc/inittab, /etc/init.d/rc, and /etc/init.d/rc.local. If an optional service is not present, the init script will only execute the actions required to start the service, but not stop it. This is useful if you want to provide a system-wide static configuration file. The configuration example below shows only the two lines necessary to start the service.

The same basic technique can be used to define custom actions to be executed by the init script, using the pre-start or pre-stop keys. The following configuration example shows additional commands that are run before and after the service starts and stops.
