The Mumbai Gram Panchayat Act, 1958 is the law regulating bodies of the Municipal Corporation of Mumbai (MCM), the functional head of the city, in Maharashtra, India. The Maharashtra government signed a memorandum of understanding with the United Nations Human Settlements Programme in July 2006. that commits the MCM to developing a plan for sustainable urban development. All eleven municipalities, including the Maharashtra government-controlled BMC, have signed MOUs with the UN-Habitat.

The state government also approved a strategy to eliminate slums and transfer those who are unwilling to go to new resettlement colonies to government-run hostels from April 2010.

On the May 7, 2010 MCM decided to open registrations for the new hostel dwellers and shifted 250,000 hapless residents of the colony in Parel called Ghodbunder to a new colony, named 'Shivaji Nagar' in Bandra, Mumbai, India. This community of slum dwellers was relocated in 2010 to Bombay Transfer House, a subsidised colony in Bandra. This second relocation has taken place under the Bombay Rent-free Estates Act, 1958 and Mumbai Rent-free Estates Act, 1958.
