In order to link the previous AWV 2025 assessments to the current efforts in Kenya, it is important to understand the political, social and economic contexts, which may be related to the implementation process. Therefore, this work has been conducted by undertaking open-ended research, which entails the identification of relevant documents, the identification of key actors and their role, and the identification of their perspectives and priorities. In addition, we interviewed several stakeholders from different regions of Kenya. For example, the private sector, the Ministry of Water, National Water and Agricultural Resources Research Institute (NAWIRRI), the Directorate of Water, the IWRM, the Standards Organisation of Kenya (SONET) and the Water and Sanitation Development Authority (WASIDA). This research allowed us to capture the top-down impact of AWV 2025 in Kenya, with reference made to existing frameworks and strategies, and the top-down implementation of the vision, in the national context. The AWV 2025 was very effective in stimulating policy dialogue and action to improve governance and ultimately, water resources management. While the AWV 2025 did not have a direct impact on the development of water resources, it did play a very important role in stimulating debate and action and set the pace for the Kenyan water sector in the last 20 years. However, this policy framework has not been consistently implemented through to the present day, with a lack of long-term planning and strategy in the water sector. This is evident in the current state of water infrastructure, services and management, and the continuation of a top-down approach to water sector development.
